Number of building authorisations issued for residential buildings down 8.4% in January-February

The number of building permits issued for residential buildings fell by 8.4% to 4,154 in the first two months of this year, compared with the same period last year, according to data published on Tuesday by the National Institute of Statistics (INS).

Decreases were recorded in the following development regions: West (-130 authorisations), South-East (-120), North-West (-63), Centre and Bucharest-Ilfov (-43 each), and North-East (-32). Increases were recorded in the South-West Oltenia (+29 authorisations) and South-Muntenia (+21) development regions.

In February, 2,386 building permits were issued for residential buildings, with a total usable floor area of 653,685 square metres (+22.8%), up 35% compared with January 2026 and down 8.8% compared with February 2025.

Of the total number of building permits issued for residential buildings, 68.2% were for rural areas.

By region, the increase compared with the previous month was reflected in all development regions: Centre (+159 permits), West (+146), North-East (+114), South-Muntenia (+70), Bucharest-Ilfov (+51), North-West (+42), South-East (+20), and South-West Oltenia (+16).

Compared with February 2025, there was a decrease in the number of building permits issued for residential buildings (-8.8%) and an increase in total usable floor area (+8.7%).

By region, this decrease in the number of building permits issued for residential buildings (-231 permits) was recorded in the following development regions: South-East (-92 permits), North-West (-82), West (-45), Bucharest-Ilfov (-33), and South-West Oltenia (-4). Increases were recorded in North-East (+11 permits), South-Muntenia (+9), and Centre (+5).

In February this year, 488 building permits were also issued for non-residential buildings (+29.4% compared with January 2026), with a total usable floor area of 278,534 square metres (+58.3%).

Compared with January 2026, an increase in usable floor area for building permits issued for non-residential buildings (+102,631 square metres) was recorded in the following development regions: South-West Oltenia (+34,253 sq m), North-East (+29,742), Bucharest-Ilfov (+27,725), North-West (+14,279), and Centre (+13,364). Decreases were recorded in South-Muntenia (-9,912 sq m), West (-6,222), and South-East (-598).

On the other hand, compared with February 2025, there was a decrease in the number of building permits issued for non-residential buildings (-3.9%) and a slight increase in total usable floor area (+0.5%).

By region, this increase in usable floor area for building permits issued for non-residential buildings (+1,468 square metres) was recorded in the following development regions: South-West Oltenia (+32,635 sq m), North-East (+28,908), Bucharest-Ilfov (+23,221), and South-Muntenia (+1,687). Decreases were recorded in North-West (-50,477 sq m), Centre (-32,100), West (-1,739), and South-East (-667).
