Health Minister Alexandru Rogobete said on Thursday that he does not support a 10% cut in medical staff salaries, but backs performance-based pay linked to actual work, results and professional responsibility.
The minister met on Thursday representatives of the Solidaritatea Sanitara Federation, the Sanitas Federation, the National Authority for Quality Management in Healthcare (ANMCS) and the College of Physicians of Romania (CMR), with discussions focusing on the organisation of work in hospitals, on-call duties and staffing standards.
"In the same context, we clarified information circulating in the public space regarding possible budget adjustment measures. I said then and I reiterate firmly: I do not support a 10% reduction in medical staff salaries, but we clearly support performance-based pay, correlated with real work, results and professional responsibility," Rogobete wrote on Facebook.
According to him, the talks also resulted in agreement to draft a new staffing framework.
"Human resources can no longer be sized exclusively based on the number of beds. A modern approach is needed, one that includes workload, case complexity and the type of medical services provided, so that staffing structures are properly aligned with the reality of each hospital," Alexandru Rogobete explained.
He added that work is under way to reorganise the on-call system into three distinct forms: on-call duty from home, monitoring on-call duty and emergency on-call duty, with differentiated payment mechanisms depending on the level of responsibility and the actual activity performed.
"The objective is clear: the rules must reflect realities on the ground and eliminate situations where work and responsibility are treated equally, regardless of complexity and effort," the Health Minister said.
Health Minister Rogobete also said that dialogue with social and professional partners would continue within a working group, in order to translate these directions into concrete measures with a "real" impact on the organisation of medical activity and on the quality of services provided to patients.
