Justice Minister Radu Marinescu said on Wednesday that the working group analysing the opportunity to amend the legal conditions for holding minors criminally liable will not rush its decisions, as the aim is for the outcome of the analysis "to be something solid and good for the entire society", according to Agerpres.
Minister Marinescu was asked whether there is a deadline by which the working group could come up with a concrete result.
"We hope as soon as possible. We cannot rush a process of scientific drafting, because I will tell you something very honestly. What do we want? Legislation made in haste, which after one, two or three months or after a year or two proves to be counterproductive? Or do we want carefully thought-out legislation, carefully calibrated, stable, so that we can say: here it is, Romania has a legal framework that stands the test of time and delivers results? And so I assure you that we will not delay our work, but neither will we rush what needs to be something solid and good for the entire society," the minister said at the Palace of Parliament.
He added that society is developing and changing, and this is also reflected in changes to individuals' psychosomatic characteristics.
"We decided to set up a working group to analyse the opportunity to amend the legal conditions for triggering the criminal liability of minors. One of the components is also age. Now, let us be honest in our discussion. Society is developing, society is changing. Accordingly, the psychosomatic characteristics of individuals are also changing, with minors having access to information, often in a harmful way - and this is something we need to discuss - on social media, where there is frequently violent content that can negatively influence the mental development of minors. All these aspects very often point to earlier maturation of the person. Therefore, it is right at this moment to discuss with specialists and all those involved about the need, or lack thereof, for such a measure, and ultimately to conclude on the opportunity of lowering the age of criminal liability for minors," Radu Marinescu mentioned.
Justice Minister Radu Marinescu announced on Monday the establishment of a working group to analyse the opportunity to amend the conditions governing the criminal liability of minors. He argued that minors' exposure to harmful, often violent content on social media and easy access to substances banned by law are among the direct or indirect causes of juvenile delinquency.
