The Ministry of Finance (MoF) planned, in December 2025, loans from commercial banks worth 4.5 billion RON, to which 15%, respectively 675 million RON, of the nominal value awarded at the reference auctions, can be added, within the additional sessions of non-competitive offers.

The total amount, of 5.175 billion RON, is 2.57 billion RON less than that scheduled in November of this year, of 7.745 billion RON, and will be intended for the refinancing and early repayment of public debt and financing the state budget deficit.

According to the prospectus published in the Official Gazette, eight auctions for benchmark bond issues will be organized during December, with a total value of 4.5 billion RON, followed the next day by additional sessions of non-competitive offers, with a value of 15% of the initial value of the bond issue (675 million RON in total).

Thus, auctions were scheduled for five bond issues of 600 million RON, on December 4 (two issues), and one each on December 8, December 18, December 22, and three bond issues of 500 million RON, on December 8, December 11 and December 15, 2025.
