The National Defence Ministry (MApN) informed on Monday that a mock drill dubbed MOBEX VN-VS- 23 will take place between October 2 and 7 in the counties of Vrancea and Vaslui to check the defence preparedness of the population, the economy and the territory.
The drill is a routine exercise, as similar activities have been organized this year in the counties of Timis, Caras-Severin, Harghita and Covasna, the MApN stated, explaining that this type of drill is planned and organized in peacetime, throughout the national territory, with the purpose of verifying the staffing and stocking with supplies of the structures with defence and national security responsibilities, of establishing the action cohesion between the active military personnel and the military operational reserve, as well as for keeping the reservists trained, by carrying out military training activities specific to each field.
MOBEX VN-VS-23 is organized in accordance with the provisions of the Law on the armed forces' partial or total mobilization and the state of war, and of the Law on the national economy and the territory's defence preparation, with subsequent amendments and additions.
Similar drills were conducted in 2005 in Vrancea County, and in 2017 in Vaslui County, also with the participation of reservists who were called up by the specialized structures of the Ministry of the Interior, as per the legal obligations of these institutions.
According to the MApN, the legal framework regarding the population's defence preparedness stipulates that reservists are required to participate in the training and mobilization exercises, at the request of the structures with defence and national security responsibilities.
"The refusal to receive the call-out order and failure to report to mobilization and training drills represents an offense, according to Art. 80 paragraph (1) letter a) and letter h) of Law No. 446/2006. Also, employers have the obligation to make sure that the reservists they employ are able to report to these structures, by granting them an additional paid leave of maximum 5 days, based on a certificate issued by the military center, according to the provisions of Art. 75 of Law No. 446/2006," the MApN explained.
