The National Trade Union Bloc (BNS) on Monday called on all Romanian Members of the European Parliament to support, in Thursday's vote in the plenary of the European Parliament, the Danielsson Report on subcontracting chains and the role of intermediaries in protecting workers' rights (2025/2133(INI)).
According to a BNS press release, the report, adopted in December last year by the Committee on Employment and Social Affairs (EMPL), addresses major structural problems generated by long and opaque subcontracting chains and by abusive practices in labour intermediation, which severely affect workers' rights and distort competition in the internal market.
BNS stresses that these me chanisms contribute to labour exploitation, social dumping, unfair competition and the spread of labour-related crime, affecting both workers and law-abiding employers who comply with the existing legislation on labour, social protection, and occupational health and safety.
The conclusions and recommendations of the report include, among others: the establishment of a clear and coherent European legal framework to prevent and combat abuses in subcontracting chains and labour intermediation; the introduction of effective liability mechanisms, including the application of joint and several liability throughout the contractual chain and the limitation of excessive subcontracting; the setting of mandatory minimum standards for labour intermediaries, including registration requirements, a ban on charging fees to workers, and the provision of decent accommodation conditions; and strengthened enforcement of legislation by reinforcing the role of the European Labour Authority, increasing inspection and control capacity, and applying effective and dissuasive sanctions.
BNS's initiative is part of the efforts of the European trade union movement, coordinated by the European Trade Union Confederation (ETUC), to promote a European directive on subcontracting and labour intermediation, which would include firm rules such as limiting subcontracting to a maximum of two levels below the main contractor and banning the outsourcing of activities that form part of companies' core business.
In the context of forthcoming European Commission initiatives the Quality Jobs Act and the Fair Labour Mobility Package BNS considers it essential for the European Parliament to send a clear political signal in favour of firm and coherent action to protect workers and ensure fair working conditions across the European Union.
