PACE-Romania First Group to table simple motion against DefMin Miruta

The Senate PACE - Romania First Group (Grupul PACE - Intai Romania) announced it will submit in February, on the first day of the ordinary session, a simple motion against National Defence Minister Radu Miruta, over the handling of national security and defence policy, in the context of statements regarding the "potential deployment of Romanian troops to Greenland."

According to Senator Clement Sava, the motion called "Progressive minister Radu Miruta undermines the credibility of Romania's defence policy through irresponsible statements and a lack of strategic analysis" is signed by 12 PACE - Romania First senators and 28 senators from Alliance for Romanians' Union (AUR).

"Romania is a state located in an area of maximum strategic sensitivity, on the Eastern Flank of NATO, with direct responsibilities regarding the security of the Black Sea, the defence of the European Union's borders and regional stability. In this context, any public statement regarding the possible engagement of the Romanian armed forces in distant theatres of operations, such as Greenland, must be the result of a rigorous strategic analysis, legally, operationally and politically grounded, and not of speculation or political communication exercises. We note with concern the serious deterioration in the quality of leadership and public communication in the area of national defence, as a result of the recent statements and positions assumed by the Ministry of Defence, under the leadership of Minister Radu Miruta, a representative of the USR [the Save Romania Union]," according to the text of the motion, sent on Tuesday on behalf of the initiators by the leader of the PACE - Romania First senatorial group, Dorin-Silviu Petrea.

According to the document "Romania, as a NATO and EU member state, finds itself in a complex geopolitical context, marked by an increased strategic tension at the level of transatlantic relations and among global powers, uncertain developments in the Euro-Atlantic security architecture, but also by discussions within certain allied states regarding possible missions in distant regions such as Greenland."

The initiators argue that the motion is driven "by the need to protect Romania's national interest in the area of defence and security, in an extremely volatile geopolitical context, where decision-making responsibility and strategic rigour are essential for the stability of the state."

The signatories of the motion argue that "the absence of any clear distinction between Romania's obligations assumed within NATO, potential missions conducted under a UN or EU mandate, and 'coalition of the willing' scenarios creates a dangerous precedent. Such strategic ambiguity undermines the credibility of the Romanian state and could generate unnecessary operational and diplomatic risks."

The 40 AUR and PACE - Romania First senators express "strong disapproval of the manner in which the Defence Ministry, under the USR leadership, manages an area essential to Romania's sovereignty, security and credibility" and state in the text of the simple motion that "the Romanian Army is not a tool for political communication and cannot be used to advance ideological agendas or generate electoral capital."

A first simple motion for the February session was announced on Saturday by the PACE - Romania First Group of the Senate, against Foreign Affairs Minister Oana Toiu, for the "defective, ideologised and uncoordinated manner" in which she represented Romania's interests in the European decision-making process regarding the EU-Mercosur Agreement.

According to the Senate's Rules, the motion is submitted to the president of the sitting, in the Senate plenary.

Parliament is on its winter recess in January.
