The parliamentary committee "Romania without domestic violence" gave on Wednesday a favorable report on the draft amendment to article 197 of the Criminal Code, through which the punishment limits for the crime of ill-treatment of a minor are redefined and increased from 3-7 years to 5-10 years.
The draft amendment, initiated by PNL deputies Gabriel Andronache and Alina Gorghiu, also stipulates that the act is aggravated if the parents or the person in caring for the minor is under the influence of psychoactive substances and the prison sentence is between 7 and 12 years.
"It is absolutely necessary to amend this article 197 of the Criminal Code, because the data that institutions communicate regarding abuse, neglect or exploitation of minors is absolutely overwhelming. In 2025, 20,216 cases of abuse, neglect and exploitation of children were registered in Romania, of whom 2,413 were victims of physical abuse and 2,817 of emotional abuse. In 2,560 situations, criminal prosecution of the aggressors was initiated. These figures are not statistics, these figures mean real children, they mean real traumas, they mean our responsibility and our obligation to make a much firmer legislative framework," PNL deputy Alina Gorghiu, chair of the "Romania without domestic violence" joint special committee of the Chamber of Deputies and the Senate in the field of legislation on the prevention, combating and sanctioning of domestic violence, told AGERPRES.
The draft will be debated for a report by the Legal Committee of the Chamber of Deputies, then it will enter the plenary session, the Chamber being the decision-making body in this case.
