Romania must find in the coming years, also with the World Bank's support, a way to increase the internal capacity to reform public administration in order to gradually reduce dependence on foreign technical assistance and expertise, Premier Dacian Ciolos said on Tuesday.
"Sustainable development also needs a change of method and here the partnership with the World Bank has a key role. The Memorandum of Understanding with the World Bank approved by the government in early 2016 and which spans the following years until 2022 also includes measures for the reform of public governance to help us develop a real capacity for coordination and strategic planning for the public administration. And this is exactly about the connection between a visionary and strategic approach and the implementation measures reached in various public policies. At this point I would like to emphasize that in the development process undergone by Romania and which the World Bank has also witnessed (...) we need to find together the way to increase the internal capacity for the reform of public administration and gradually reduce dependence on external technical assistance and expertise," Dacian Ciolos on Tuesday told an event at the Cotroceni Presidential Palace celebrating 25 years of partnership between the World Bank Group and Romania.
"This is where we are today as regards the perspective of turning Romania from a recipient into a provider of assistance, I'd say we are in a stage of transition from recipient to emerging donor for developing states," said Dacian Ciolos.
