The Directorate for Investigating Organised Crime and Terrorism (DIICOT) announced on Friday that it has opened a criminal case in rem in connection with the campaign of Calin Georgescu for the presidential elections, for the commission of cybercrimes, attempted offence of disruption of the functioning of information systems and attempted offence of illegal access to information systems, informs Agerpres.

"Following the analysis of the information resulting from the (declassified) documents that were presented at the CSAT [the Supreme Council for National Defence] meeting of November 28, 2024 on the conduct of the electoral process for the office of President of Romania, the DIICOT prosecutors have been notified on the commission of crimes of illegal operations with computer devices or software, attempted offence of disruption of the functioning of computer systems and attempted offence of illegal access to a computer system.

The investigations are carried out in rem, and this stage of the criminal process does not mean the formulation of accusations against one or several persons, but establishes the necessary procedural framework for gathering evidence for the correct and complete establishment of the state of facts that will allow the adoption of a legal and well-founded solution," reads a DIICOT press release.

On Thursday, the Supreme Council for National Defence (CSAT) declassified the information received from the Romanian Intelligence Service (SRI), the Foreign Intelligence Service (SIE) and the Ministry of Internal Affairs (MAI) regarding the electoral campaign run by Calin Georgescu in the presidential elections.

Thus, the information presented by SRI, SIE and the Ministry of Internal Affairs indicates that the financing of the campaign of the independent candidate Calin Georgescu on TikTok amounted to one million euros, that there were actions by a state-sponsored cyber actor targeting IT&C infrastructures supporting the electoral process, and that Romania is a target for aggressive Russian hybrid actions.

MAI also says that some of Georgescu's supporters, involved in promoting and buying votes, are exponents of right-wing extremist, criminal and religious cults, previously involved in promoting pro-Russian, anti-Semitic, anti-NATO or anti-Ukraine narratives, giving as an example the leader of a clan.
