PSD senator Robert Cazanciuc, one of the initiators of the legislative proposal to amend the Law on the Organization and Functioning of the Romanian Academy, believes that the draft normative act establishes a legal framework through which this institution must "be able to fulfill its mission".
"The heritage of the Romanian Academy is a private heritage. The initiative aims at better management of this heritage of the Romanian Academy. If someone has abused certain things, the responsibility is certainly individual. This does not mean that we should not have a legal framework that allows the Romanian Academy to better administer its own heritage. That is what it is about. A legal framework in which the Romanian Academy can better administer its own heritage", Cazanciuc declared on Wednesday at the Senate.
As to the provision according to which the number of terms of office of the President of the Romanian Academy is no longer limited, the PSD senator explained: "The President remains for one term, two, three, if the members of the Romanian Academy choose him. It is simply a framework that will once again allow the Romanian Academy to have much longer-term projects. It is not we, in Parliament, who will decide whether or not someone will remain for one, two or three terms, but the members of the Romanian Academy, who have full freedom to choose whom they consider worthy, suitable to lead the Romanian Academy".
Asked about maximizing the organizational chart and the possibility of increasing the salaries of Romanian Academy employees or academicians' allowances, Robert Cazanciuc replied: "The Romanian Academy is a fundamental institution of Romania. I believe that it must have the necessary resources to function according to its mandate and the expectations that Romanians have of the highest scientific body in Romania. I repeat, if there are issues related to good administration, I believe that things can be regulated within the Romanian Academy. If state authorities, such as the Court of Auditors, have something to reproach themselves with, there are legal ways to put things right. But the Academy must have, as an institution, a legal framework that allows it to do its job. I do not believe that there will be salary increases in the coming period, but simply to give it this framework to manage its resources, so that it can can fulfill the mission".
USR senator Stefan Palarie criticized the legislative proposal to amend the Law on the Organization and Functioning of the Romanian Academy, initiated by 14 senators and deputies of the PSD, PNL, AUR and the group of national minorities. The project received an admission report from the Senate's Legal and Cultural Committees and is to be debated in plenary session.
