Romania's housing market posts weakest quarter in six years; Bucharest-Ilfov hits nine-year low

The fourth quarter of 2025 brought the weakest housing sales nationwide in six years, while in the Bucharest-Ilfov region transactions fell to a nine-year low, according to an analysis by real estate consultancy SVN Romania.

Data compiled from the National Cadastre and Real Estate Advertising Agency shows that more than 159,500 houses and apartments were sold last year, down 5.3% from 2024. In Bucharest and Ilfov, sales totaled over 55,000 units, marking a 8.5% decline.

The sharpest monthly drops in the capital region came in April (-25% year-on-year) and December (-24%). By contrast, July saw a 12.6% annual increase and August a 10.2% rise, following the announcement of a higher VAT rate on new homes effective August 1.

Nationwide, Timis ranked as the largest regional market after Bucharest-Ilfov, ahead of Cluj, Constanta, Brasov and Iasi. Cluj posted a modest 1.7% increase in transactions, while Constanta held steady. Iasi recorded the steepest decline (-23.5%), followed by Brasov (-13.8%) and Timis (-6.4%).

SVN Romania, one of the country's leading real estate consultancies, has brokered more than 11,000 homes worth over EUR 1.1 billion in its seven years of activity, and its consultants have been involved in the sale of more than 40,000 homes over their careers.
