Rompetrol Energy becomes exclusive operator of Petromidia cogeneration power plant

The Petromidia cogeneration power plant has entered operation under Rompetrol Energy, following the completion of works acceptance by the Kazakh-Romanian Energy Investment Fund (KREIF) through Rompetrol Energy, KMG International announced on Monday in a press release sent to AGERPRES.

As of December 30, 2025, Rompetrol Energy became the plant's exclusive operator. The facility directly supports the modernization of the energy infrastructure in the Dobrogea region and at the Petromidia refinery, with the option to supply surplus electricity to the National Power Grid (SEN).

"The completion and acceptance of works, based on the results of the final testing phase, confirms the plant's optimal performance and efficiency, marking the most significant energy investment in Dobrogea in the past 15 years. Rompetrol has thus added a new production asset that will support the long-term development of the Petromidia platform and contribute to the modernization of Romania's energy infrastructure," Yedil Utekov, KMG International Director of Production and Industrial Services was quoted as saying in the release.

According to the company, the power plant has been fully integrated with the Petromidia refinery and the National Power Grid, supplying the energy required by the Petromidia platform — between 60 and 70 MWh — as well as up to 180 tonnes per hour of process steam. The integration reduces the refinery's energy dependence, optimises costs and enhances operational efficiency, while strengthening strategic control over energy supply within the KMG International (Rompetrol) Group and supporting its financial performance.

Since testing began, the plant has produced approximately 150,000 MWh of electricity and around 190,000 tonnes of process steam, volumes supplied to the Petromidia refinery and the national grid. The final test confirming compliant operation was the endurance test, lasting a total of 28 days and conducted in two stages of 14 days each, in October and December. During this period, the plant operated connected to the refinery installations, simultaneously ensuring the production of electricity and steam required for industrial processes.

Rompetrol Energy has obtained all necessary certifications and authorizations from the relevant authorities, with the commercial license granted in early December.

Company representatives also noted that between February and June 2025, commissioning and compliance tests were carried out on the two gas turbines, while measurement and control systems, natural gas and refinery gas supply systems were verified, and steam systems were prepared for delivery to Petromidia.

"Actual electricity production began in spring, with the synchronization of the two SGT-750 turbines to the national power grid in all operating configurations. Starting in autumn, the plant gained the capacity to supply both electricity and steam to Rompetrol Rafinare, following the start of steam production in the heat recovery boilers. The SGT-750 turbines, the most important installed equipment, use gaseous fuel (a mixture of natural gas and refinery gas) and generate approximately 39 MWh of electricity each," the release added.

The Kazakh-Romanian Energy Investment Fund was established in October 2018 by KMG International (80%) and the Energy Participation Management Company (20%), its main strategic objective being the development of energy projects in Romania.
