The attempted sabotage acts planned in Romania, the buses set on fire in the Czech Republic, and an attempted terrorist attack in Lithuania were all coordinated by a foreign citizen residing in Russia, is the conclusion of a joint investigation team established at the initiative of the Directorate for Investigating Organised Crime and Terrorism (DIICOT).
In a release issued Tuesday, DIICOT provided new details about the case of Murillo Diosa Luis Alfonso, a Colombian national who intended to blow up strategic targets in Romania at the instigation of a person residing in Russia. Murillo Diosa was definitively sentenced in September 2025 by the High Court of Cassation and Justice to six years in prison for attempted acts of diversion.
Following the expansion of the investigation, DIICOT found that the Russia-based instigator who recruited the Colombian also enlisted other individuals to carry out sabotage and terrorist attacks in the Czech Republic and Lithuania.
"During the investigations conducted by DIICOT - Central Structure prosecutors, it emerged that the defendant (who was finally convicted on 22.09.2025) acted at the instigation of a suspect, a foreign citizen resident in the Russian Federation, who also recruited other individuals who engaged in activities or were to act on the territories of other states. Thus, at the initiative of Romania, a joint investigation team was formed in March 2025 together with the Czech Republic, Poland and Lithuania, under the aegis of EUROJUST," DIICOT said.
As a result of international cooperation and based on evidence provided, in June 2025, the Prague Municipal Court sentenced another Colombian citizen to eight years in prison for setting fire to several buses in a depot in the Czech capital on 06.06.2024.
In January 2026, Lithuanian judicial authorities also ordered the prosecution of six defendants accused of forming an organised terrorist group, financing terrorist activities, and carrying out two attempted terrorist attacks in September 2024.
"The activity of the joint investigation team revealed that all these acts were committed by defendants who were connected to the same organizers, used the same methods and acted for a common goal. The judicial activities on the territory of Romania were carried out together with the judicial police officers from the DIICOT - Central Structure and the Directorate for Combating Organized Crime, and benefited from the specialized support of the Romanian Intelligence Service," DIICOT added.
Murillo Diosa Luis Alfonso had completed military training in the Colombian armed forces, where he was trained in information gathering, research and documentation. He traveled to Romania in July 2024 with the intention of committing acts of sabotage at the instigation of a person located in Russia.
The Colombian planned to blow up targets near a complex in Ilfov County, including a recyclable waste depot, two oil extraction wells, and a natural gas regulation and measuring station.
His plans were, however, foiled by police, who intercepted and detained him in time with specialized support from the Romanian Intelligence Service. A
