Senate passes Emergency Ordinance on SAFE instrument for funding defence investments

The Senate, acting as the decision-making body, approved on Wednesday the Government's Emergency Ordinance on the implementation of the SAFE instrument, which provides financial assistance to European Union member states to accelerate urgent public investments in the defence area.

The vote recorded 79 in favour, one against and 36 abstentions.

The normative act establishes the measures for implementing the "Security Action for Europe" (SAFE) instrument in Romania, a temporary mechanism providing financial assistance to member states, enabling them to make urgent and significant public investments in support of the defence industry as a response to the current crisis situation.

In this regard, it establishes the legislative, institutional and operational framework necessary to access and manage the funds dedicated to the modernisation, innovation and growth of defence industrial capabilities.

The SAFE instrument will enable the acceleration of urgent public investments in defence, reduce critical dependencies, increase industrial interoperability and support the development of a robust, competitive national and European industrial and technological base, connected to the production chains essential for European security.

The legislation sets out the stages, the public authorities involved and the legal acts defining the cooperation requirements resulting from the negotiations between the Prime Minister's Chancellery and the eligible states, according to the provisions of the Council Regulation (EU) 2025/1106 of 27 May 2025 establishing the Security Action for Europe (SAFE) through the Reinforcement of the European Defence Industry Instrument.

The Senate is the decision-making chamber for this normative act.
