Social Monitor: 'Romania's education allocations way off EU average'

Romania is "an atypical case" in the EU because of the "disproportionately high" allocation of budgetary resources to the academic milieu while at the same time budget allocations to primary education are "disproportionately low", found the Social Monitor, a project of the Friedrich Ebert Foundation Romania, which released a new infographic about education.

According to the cited source, a measurable effect of this state of affairs are the "dissatisfying" results of the Romanian students in the PISA tests, as their math performance has been stagnating in recent years, while reading and scientific thinking have seen a downward trend. According to the same source, the primary education system is under-funded, with a share twice as low as in the countries with performing education systems, such as Denmark or Eastern European countries such as Latvia.  

"There are two possible explanations (which are not mutually exclusive): either the resources allocated to primary education do not result in the acquisition of educational skills at an acceptable level, or the resources allocated to the gymnasium system are inefficiently distributed," the same source said. The infographic shows that primary education allocations account for 20.3 percent of the total allocation to education, compared to Denmark's 44.9 percent, with 39.8 percent for secondary education (5th to 12th grades) and 26.8 percent for tertiary education.
