Supreme Council for National Defence approves Army Endowment Plan

The Supreme Council for National Defence (CSAT) on Tuesday approved the Endowment Plan of Romania's Armed Forces for the period 2017 - 2026, according to a statement released by the Presidential Administration. The Presidential Administration mentions that the Endowment Plan of Romania's Armed Forces for 2017 - 2026 was withdrawn from the agenda of a CSAT meeting of 4 July, as it hadn't been adjusted for the provisions of the national political agreement to allot 2 percent of the GDP for defence spending, unanimously accepted in early 2015 by all political parties, at President Iohannis's initiative.

The revised plan, observing the agreement implementation, had been unveiled to President Klaus Iohannis by National Defence Minister Adrian Tutuianu on 26 July. "The Endowment Plan of Romania's Armed Forces for 2017 - 2026 is the document making a multiannual planning of the endowment programmes, in accordance with the provisions of the Strategy for the Endowment of Romania's Armed Forces and the programme for the transformation, development and endowment of Romania's Armed Forces by 2026 and afterwards. The endowment programmes represent the totality of activities conducted for the acquisition of ammunition, military hardware and military equipment for Romania's Armed Forces, grounded in the approval of a Requirement Supervision Council and including the conduct of the procedure of acquisition, testing and commissioning of the planned products, in the necessary amounts and up to quality requirements," the statement reads.

In May, Parliament approved the initiation of the procedures of granting the corresponding contracts to eight endowment programmes, in excess of 100 million euro each, and to complete these programmes, on planned multiannual funds worth 9.8 billion euro, taken into account will be the involvement of the national defence industry, which must modernise and develop proper military production capacities.

"Romania's Armed Forces must benefit from coherent and sustained allotment of resources, as defence underfunding could seriously affect the accomplishment of the basic missions and the military's operational capacity," the Presidential Administration also points out.
