Alliance of Student Organizations criticizes new modifications with respect to scholarships

The National Alliance of Student Organizations in Romania (ANOSR) believes that the new changes regarding the granting of student scholarships "accentuate the inequity" in the higher education system.

ANOSR expressed on Tuesday its "disappointment and concern" regarding the elimination of the possibility for students in a fee-based programme to benefit from scholarships and the scholarships being granted exclusively during teaching activities, changes that occurred in the system of granting scholarships for students as a result of the adoption of Order no. 4957/2025.

"The Ministry of Education and Research adopted Order No. 4957/2025 on the modification brought to the appendix to OME No. 6463/2023 on approving the General Criteria for granting scholarships and other forms of financial support from the state budget for students and trainees in state higher education, full-time education, submitting a draft form to the social dialogue partners that included a series of measures intended only to accentuate the inequities in the higher education system, in addition to the already harsh regulations that have arisen following the adoption of Law No. 141/2025, which have a direct impact on the university course of students," reads a press release of the organization published on Facebook.

In the opinion of ANOSR representatives, the normative act did not benefit from a public consultation period, but was only debated in the meeting of the Social Dialogue Committee.

ANOSR believes that the "restriction" of the right of eligible students to benefit from scholarships, by eliminating the possibility of those enrolled in a fee-based programme to receive financial support through scholarships, represents an "unfair and discriminatory" measure, violating the principles that govern, according to the law, the national higher education system, including the principles of equity and ensuring equal opportunities and non-discrimination.

According to the ANOSR, the impact of these measures will be seen in the decrease in access to and graduation from higher education, especially among people from disadvantaged categories, in the increase in the dropout rate in higher education, as well as in the rate of students employed during their studies in order to manage to cover their living expenses.

ANOSR states that it will continue its efforts to return to the allocation of the scholarship fund and scholarships throughout the calendar year, to the calculation of the scholarship fund by reference to the gross minimum wage, to the granting of scholarships for students from the fee and to the 90% reduction in railway transport granted regardless of the route.
