Audit institutions discuss at Paris OECD meeting public spending sustainability, AI use in administration

Ensuring public spending sustainability and managing the challenges posed by the use of artificial intelligence in public administration were the topics discussed at the Organisation for Economic Co-operation and Development (OECD) meeting dedicated to the heads of the supreme audit institutions of member and candidate states, held in Paris on January 28-29, 2025.

According to a press release from the Court of Accounts of Romania, a delegation led by President Mihai Busuioc participated in the OECD meeting in Paris.

With the support of experts from the Intosai Development Initiative (IDI), the OECD audit community emphasised the importance of budgeting government programmes based on their performance and strengthening transparency regarding the allocation of public resources, the source showed.

Supreme audit institutions face similar challenges, from green budgeting to fiscal sustainability, reviewing expenditures, and digitising administrative processes, in which international cooperation is crucial in using a common language for implementing audit recommendations.

"Through its active participation in Romania's accession process to the Organisation for Economic Co-operation and Development, the Court of Accounts reaffirms its commitment to supporting the improvement of public sector performance through its audits and ensuring its resilience in the face of challenges," said President of the Court of Accounts of Romania, as quoted in the release.

On the sidelines of the meeting, President Mihai Busuioc had a bilateral meeting with President of the Court of Accounts of France Pierre Moscovici. The discussions focused on the active role of the Court of Accounts of Romania within the Association of Francophone Supreme Audit Institutions (AISCCUF), through the coordination of the organisation's Audit Innovation Committee. The two presidents also discussed the upcoming meeting of the Innovation Committee, which will be held in Bucharest this year. This meeting will focus on the latest trends in publishing audit results and involving citizens in identifying the most relevant audit topics.

Additionally, Mihai Busuioc signed the accession of the Court of Accounts of Romania to the Organisation of Supreme Audit Institutions with Jurisdictional Functions (JURISAI) as an associated member, following the proposal of the Court of Accounts of France, which holds the presidency of the organisation.

Thus, as an associated member of JURISAI, the Court of Accounts of Romania will participate in the activities of the organisation, an initiative that aligns with the strategic objective of enhancing the Court's profile within international professional communities, as outlined in the Institutional Development Strategy of the Supreme Audit Institution for the period 2023-2028.

The Court of Accounts of Romania is represented by adviser Dezso Csongor-Attila at the Solemn Hearing of the Court of Accounts of France, taking place in Paris on January 30. The event marks the beginning of the annual activity of SAI France and is held in the presence of members of the French Government and Parliament. The event highlights the importance of auditing public funds, reminds of the fundamental principles of the rule of law, and strengthens public trust in the work of the Court of Accounts
