The pursuit of teaching loads and scholarships as ends in themselves distances us from quality education and blocks its anchoring in today's world dynamics, said the minister of education, Daniel David, in a message sent to teachers on Monday, after the government assumed responsibility in the joint plenary session of Parliament for the first package of fiscal-budgetary measures, aimed at reducing the budget deficit.
"Once we adequately reorganise the architecture of the system and build a quality education, oriented towards the needs of pupils/students and towards the dynamics of the world in which we live, we can rationally and decently protect teaching loads and scholarships as mechanisms for quality education, not as ends in themselves, and we can fight together to attract the necessary resources in a new architecture of a reformed system to be efficient and equitable," argued Daniel David.
He said that this is a crisis situation and, if efficiency measures are not taken at the country level, from September there will be "difficulties with the payment of salaries, pensions, scholarships in all sectors."
"But, in this whole serious situation, we now have the chance to change an educational paradigm that is sometimes wrong and to build a healthier one in education. Indeed, the prime minister said that this Government is one of sacrifice, something that I reiterated for my mandate in education-research. But, if it is still a sacrifice, then let it be worth it!," emphasised the minister of education.
Daniel David explained in his message the measures assumed by the government, mentioning that he is doing this "to protect people from manipulation."
"In the short term: in education-research we do not lay off people and we do not slash salaries. In the medium term: the starting point for a debuting professor/university assistant will be the average gross salary per economy," he specified.
Also, according to the minister, "the teaching load in the direct activity with the children (the teaching load - letter A, art. 207 of Law 198/2023) will increase, on average, from 3.6 to 4 hours out of the 8 daily hours, i.e. by 24 minutes daily."
"This increase is temporary, valid for one study cycle (4 years), in order to analyze its impact, and experienced teachers with good results will be able to deduct it from their 8-hour working time," explained the minister of education.
Regarding scholarships, the minister of education stated that "in the pre-university system they are normalized to avoid the distortions of recent years, in which school has often become a factory of grades for money."
"Children who need help to be able to come to school will be helped. Merit will be merit. Here, merit scholarships are exceptional situations in a free and compulsory education system and will cover a maximum of 15% of a class, with a grade of 9 as the limit," Daniel David said.
"I invite you all to implement these rational and decent mechanisms together in order to have a quality and dynamic education," concluded the minister of education in the message sent after the adoption of measures to reduce the budget deficit that also affects the education sector.
