EnerMin Ivan: We have clear control mechanism to ensure there will be no speculative increase in pump price

ANAF, the Competition Council and ANPC will be able to verify, through a clear mechanism, the operators in the fuel market, so that the authorities can ensure that there are no speculative increases in prices at the pump, declared the Minister of Energy, Bogdan Ivan.

He made these clarifications after being asked who will control the application of the measures that the Government is going to adopt through emergency ordinance to protect the economy and the population in the context of the crisis on the crude oil market.

"At the moment we have a very clear mechanism through which ANAF, the Competition Council, ANPC, once this normative act is adopted and published in the Official Gazette, will be able to completely enter the internal kitchen of all these companies. They have already done so based on the legislation in force, but once this new ordinance is adopted, they will be able to see every detail, every flow, to ensure that we do not have any speculative increase in the price at the pump," declared Bogdan Ivan, on Monday, in a press conference at the PSD headquarters.

The minister specified that the technical analyses regarding the impact of fuel price limitation measures were carried out by the Ministry of Finance.

"The Ministry of Finance came up with technical analyses that we, the Energy Ministry, did not go into, and all the measures presented earlier were taken. All these measures have an extremely clear and coherent logic, on the one hand to protect the domestic market, to ensure that in the situation in which we already see that we have states where the price of fuel is higher than in Romania, it is obvious that there may be a tendency for companies to turn to other markets, in order to obtain a better profit. For this reason, I want to protect Romanians and companies in Romania. And we are thinking ahead about these measures precisely to limit this negative effect, which may have multiple valences, as much as possible", explained Ivan.

Asked about the estimated budgetary impact for the next six months, the minister stated: "The impact on the measures that were decided in the area of ??transporter protection with the amount of 0.85 lei per liter represents an impact of about 600 million, and the one decided in the agricultural segment, i.e. 2.6 lei per liter of diesel, which is automatically deducted from the final cost on a direct reimbursement from the Ministry of Finance, also somewhere around this figure, of 600 million, but I am convinced that Mr. Alexandru Nazare can give you all this data very clearly."

He added that the measures could be updated weekly or every five days, depending on international developments. Asked whether the price at the pump would decrease, the minister avoided a concrete answer.

"These measures are some that in the short, medium and long term will have an impact of protecting the market and limiting the negative impact. If you want me to give you a definite answer that this dynamic will change tomorrow, with a certain certain figure, it would not be... To return, so far I have proposed a broader set of measures, on behalf of the Ministry of Energy, which were also analyzed by the Ministry of Finance, and which, in the end, after discussions and in the coalition, were adopted. Now we already have an agreement on a new package, there are other measures that I proposed and which are now under analysis at the Government level and which, from my point of view, must be taken immediately. And, at the same time, every penny collected additionally by the Romanian state during this period in which fuel prices have increased must be returned "fully to the people, in one form or another. And, this will obviously be decided, also by the Prime Minister of Romania," Ivan declared.

Regarding a possible limitation of fuel consumption, Ivan rejected this possibility.

"At the moment, there is no such issue. I repeat, I do not have a crystal ball, but at the moment Romania has enough liquidity, we have taken all the steps to restart, to obtain the formal decision from OFAC and the United States to restart the Petrotel LukOil refinery, we have done all the technical analyses at the level of this refinery. I am also waiting for the written response to increase the refining capacity. The moment we have additional refining, we have the three refineries that are operating today, plus Petrotel, we will cover a large part of our consumption and I do not see the need for such measures. At the moment, at this moment, I see no reason, now," said Ivan.

The government is set to adopt an emergency ordinance on Tuesday declaring a crisis situation on the crude oil and petroleum products market, establishing measures to protect the economy and the population during this period.
