President Klaus Iohannis signed on Wednesday the decree promulgating the law on empowering the Government to issue ordinances during the parliamentary recess. The Legal Committee of the Chamber of Deputies eliminated totally from the law the chapters on justice, culture and administration of state protocol patrimony. Instead, the Commission passed legal amendments through which the Government may issue ordinances on budget adjustment for 2016 and the financial management of EU funds for the programming period 2014-2020.
The Government may issue ordinances for some measures to reorganize National Motorways Company, establishment of National Road Investment Company, and some measures related to transport. In terms of healthcare, the Government will be allowed to issue ordinances providing healthcare services to certain categories of people. The law stipulates that the main areas where the Government is allowed to issue ordinances in the parliamentary recess are public finance and economy, regional development and public administration, healthcare, home affairs, justice, culture, European funds, agriculture and rural development, transport, communications and information society. The Senate rejected the draft law on empowering the Government to issue ordinances during the parliamentary recess.
