The Government meets on Thursday to discuss a draft decision on the annual granting of scholarships for full and partial undergraduate, master's and doctoral studies, as well as for research internships abroad.
"The Ministry of Education and Research proposes that the funding of scholarships be achieved from the state budget and from the ministry's own revenues derived from the 5% of foreign currency receipts related to fees charged by state higher education institutions from foreign students and trainees. (...) The Ministry of Education and Research will provide the following: monthly scholarships in euros that can cover, in whole or in part, the costs of tuition fees, accommodation, food, maintenance abroad and other similar expenses, medical insurance, only if it is not covered by the European regulations in force, as well as international transport from Romania to the internship location and return, only once per academic year, if it is not insured by the receiving party", the project's substantiation note explains.
Also on the agenda of Thursday's meeting is the approval of the main state budget credit authorizing officers whose expenditures will be presented in the Fiscal-Budget Strategy for the period 2026 - 2028, established based on the state budget expenditures estimated for 2025 according to the program updated on June 30.
The 10 ministries proposed as main credit authorizing officers are: Ministry of Labor, Family, Youth and Social Solidarity, Ministry of Education and Research, Ministry of Transport and Infrastructure, Ministry of National Defense, Ministry of Internal Affairs, Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Development, Public Works and Administration, Ministry of Investments and European Projects, Ministry of Finance.
The Bolojan Cabinet will also analyze a memorandum by which the Ministry of Finance is designated to sign a Memorandum of Understanding with the counterpart ministries in Bulgaria, Croatia, Hungary, Poland, Slovakia, Slovenia and North Macedonia regarding cooperation for the development of capital markets.
"This initiative aims to strengthen liquidity, attract international investors and facilitate access to financing for companies, especially SMEs. The regional objective is to create a coordinated network of stock exchanges - an interdependent network, but with independent markets, that would stimulate innovation, infrastructure development and send a clear political signal regarding the commitment of the countries in the region to the integration of capital markets," the memorandum states.
The Government will also discuss the methodological norms for the application of the Law on Pedestrian Trails of National Interest for Recreational Purposes. These aim at the certification of pedestrian trails of national interest for recreational purposes; general rules regarding their arrangement and maintenance; the responsibilities of the administrative-territorial units, as administrators, regarding their protection.
The Executive's agenda also includes a decision regarding the approval of the substantiation note regarding the necessity and opportunity of making the expenses related to the project to implement the electronic road pricing system - lot 1. The total value of the investment is 281,418,697.00 RON.
