Ministry of Education puts into consultation project regarding use of funds for institutional development of universities

The Ministry of Education launched in public consultation the draft Order regarding the approval of the Methodology for the allocation and use of the fund for the institutional development of state higher education institutions for the year 2025, informs Agerpres.

According to the project, the fund for institutional development is allocated based on competitive criteria, based on standards developed by the National Commission for the Financing of Higher Education.

For the year 2025, the fields for which institutional development projects can be submitted are:

* increasing social equity, by promoting social inclusion and increasing access to higher education;

* increasing the degree of internationalization of higher education in Romania;

* ensuring the optimal functioning of university botanical gardens, teaching stations, practice bases and other similar infrastructures, used for student training;

* supporting the activities carried out by SAS (Student Entrepreneurial Societies) within higher education institutions;

* improving the quality of the didactic activity, including compliance with deontology and academic ethics;

* the development of the institutional capacity for research in higher education institutions;

* correlation of the educational offer with the requirements of the labor market (including projects related to counseling and career guidance);

* supporting the participation and access of students with disabilities to the educational process.

"State higher education institutions benefit from a separate fund for institutional development, from the budget allocated to the Ministry of Education for higher education," the document reads.

The categories of eligible expenses regarding the amounts allocated for the institutional development of state higher education institutions, financed from the budget of the Ministry of Education, are:

* personnel expenses (CP): salaries for teaching staff, teaching assistants, research staff involved in the development of study programs, allowances, insurance contribution

social, other legal contributions in accordance with the legislation on wages;

* domestic and international travel expenses;

* material expenses (CM): maintenance and household expenses, expenses for materials and functional services, research expenses related to study programs, inventory items, repairs, books and publications, staff training, protocol, labor protection.

* expenses for supporting educational projects (including those proposed by student associations and approved by the university) and human resource development;

* expenses related to the management of higher education institutions.
