The number of active mandatory home insurance policies (PAD) increased in May 2025 by 7.14%, reaching approximately 2.31 million, compared to 2.15 million active PAD policies as of 30 May 2024, according to statistics from the Natural Disaster Insurance Pool (PAID), the company that issues this type of insurance.
Compared to the previous month, May 2025 saw a 0.50% increase.
According to PAID, at the end of May, 71.1% of active policies nationwide were concluded in urban areas and 28.9% in rural areas. Based on the type of housing, 94.2% of PAD policies covered type A homes (those with reinforced concrete, metal, or wood structures, and exterior walls made of stone, burnt brick, or materials subjected to thermal or chemical treatment), while 5.8% covered type B homes (those with exterior walls made of unburnt brick or materials not subjected to thermal or chemical treatment).
By region, the highest number of active policies were in Transylvania (20.7% of the total), Muntenia (19.7%) and Bucharest (18.5%), while the fewest were in Maramures (3.3% of total policies) and Bukovina (3.6%).
PAID has been issuing mandatory home insurance since July 2010. Its main objective is to provide coverage against the three natural disaster risks - earthquakes, floods and landslides - for all homes in Romania.
Mandatory home insurance policies (PAD) cost 130 lei for type A homes (maximum insured sum of 100,000 lei) and 50 euros for type B homes (insured sum of 50,000 lei).
