The Ministry of Finance proposes a new package of measures to modernize the system of electronic fiscal cash registers, in order to increase transparency, digitalization and reduce administrative burdens for the business environment.
"Through this project, we are transforming the tax receipt from a simple printed document into a digital, intelligent tool that offers transparency, security and quick access to information. The introduction of the QR code and unique identifiers and the transmission of data to ANAF are not just technical measures, they are essential steps towards a fairer and more efficient tax system. At the same time, we have taken into account the real needs of the business environment. We know that every extra journey, every redundant procedure means wasted time and additional costs. That is why we are simplifying processes, eliminating unnecessary administrative obligations and reducing bureaucratic interactions where they are no longer justified," said Finance Minister Alexandru Nazare, in a statement sent to AGERPRES on Wednesday.
The draft Government Decision proposes to update the rules regarding the use of electronic fiscal cash registers, bringing changes aimed at simplifying procedures for the business environment, in line with the new regulations regarding e-Invoice and the digitalization of ANAF.
Thus, economic operators will have until November 1, 2026, to adapt their systems and transmit the new data to ANAF.
Regarding the changes related to the fiscal receipt, the Ministry of Finance specifies that the receipt will no longer be just a printed proof of a transaction, but a modern document, which will include additional elements such as the QR code, the date and time of issuance or a unique identification number. Moreover, at the customer's request, the receipt may also contain the beneficiary's fiscal identification code. In the case of alignment with fiscal digitalization (e-Invoice and ANAF systems), the new rules aim at the complete integration of cash registers into the fiscal digital ecosystem, by: updating the structure of the XML files transmitted to ANAF, correlation with national fiscal monitoring systems.
Also, by simplifying the relationship between companies and ANAF, the aim is to maintain a single point of administrative interaction and reduce bureaucracy and operational costs for companies.
Other proposed changes aim at flexibility for card payments, under the conditions that the fiscal receipt will no longer be mandatory in printed format for card payments, it will be able to be generated electronically and offered at the customer's request; updating the CAEN codes by adapting the legislation to the new CAEN Rev. 3 classification, to reflect the current economic reality; reducing the retention periods for the special register, Z fiscal reports and fiscal memory, from 10 years to 5 years.
"Through these measures, the Ministry of Finance aims not only to modernize a technical system, but also to improve the interaction between the state and the economic environment, towards increasing transparency, efficiency and orientation towards taxpayers' needs," the MF press release states.
