The Prime Minister's Chancellery supports the government's objectives to achieve the green transition with the important coordinate of supporting the competitiveness of business operators and society, Head of the Prime Minister's Chancellery Radu Oprea told a Monday meeting of the Interministerial Committee on Climate Change (CISC) at the Government House.
According to the government, the CISC meeting analysed the 2025 priority action plan in the area of combatting climate change, established according to the relevance and impact of the actions taken by the bodies represented in this working format.
"Under the coordination of the Prime Minister's Chancellery, we will carry out these financial, legislative and administrative priorities, because our common goal is to advance Romania's green agenda, which for people means a cleaner environment, and for companies, the continuation of their business under conditions of economic and ecological competitiveness," Mihaela Frasineanu, state advisor with the Prime Minister's Chancellery is quoted as saying in a press statement.
Continual funding under state aid schemes in the form of contracts for difference for renewable electricity production projects, namely onshore wind and solar photovoltaic energy, is among the priorities, according to the statement.
Financed from the Modernisation Fund, this state aid scheme worth a total of EUR 3 billion was started in 2024 in order to increase and strengthen Romania's capacity to produce energy from renewable sources. This year, a second auction will be held under this funding mechanism.
At the same time, drawing up and winning approval the funding guide related to the funding programme for storage batteries related to mounted systems, as well as the provision of multiannual funding for environmental protection education activities carried out under the Green Week programme were also mentioned as CISC priorities.
Also, in terms of legislative and administrative priorities, the following are considered: continuing a programme for the reduction of greenhouse gas emissions in transport by promoting clean and energy-efficient road transport vehicles; steps for the revision of the National Integrated Energy and Climate Change Plan (PNIESC); drawing up a national hydrogen strategy and tan action plan for implementation.
Ministry specialists are working on preparing the implementation nationwide of European regulations for combatting the effects of climate change and for the green transition, such as the Net Zero Industry Act, the one on batteries and battery waste, NET ZERO Industry.
Also featuring on the agenda of priorities is a social Climate plan related to the Social Climate Fund. The project, which will contribute to a socially just transition by addressing the social impact of the inclusion of greenhouse gas emissions generated by buildings and road transport, is subject to extensive public consultation by the Ministry of European Investment and Projects.
Also during the CISC meeting, the novetlies at the level of the working groups that carry out their activity under the aegis of the committee were presented. They are the working groups for the implementation of the NZIA regulations, the one on the reduction of methane emissions from the energy sector, on ensuring the secure and sustainable supply of critical raw materials, carbon capture, use and storage and value chains for the production and transmission of biomethane.
The Interministerial Committee on Climate Change (CISC), established under Government Decision 563/April 28. 2022, sets priorities in terms of climate change and green transition, putting forth technical solutions and facilitating the adoption and implementation of cross-sectoral measures.
