"Dunarea de Jos" University has won the maximum score for the National Recovery and Resilience Plan (PNRR) Project "EduLeadManager - developing the institutional capacity of educational units through leadership and effective management," the Galati-based university announced in a press release on Tuesday.

"The PNRR project 'EduLeadManager - developing the institutional capacity of educational units through leadership and effective management' is a winning project of 'Dunarea de Jos' University in Galati, with the maximum score obtained in the national competition launched under the National Recovery and Resilience Plan - Component C15: Education, Reform 7: Governance reform of the pre-university education system, and professionalisation of management, Investment 18: Training and guidance program for school managers and inspectors. The project has an exceptional partnership with eight educational institutions, representative in the South-East region: 'Dunarea de Jos' University in Galati, Ovidius University in Constanta, and the Teacher Training Houses in Galati, Braila, Vrancea, Buzau, Constanta, and Tulcea counties," the press release sent by the university shows.

The activities within the "EduLeadManager" project will result in the training of 1,125 managers from pre-university education units, school inspectors, and other categories of personnel with institutional management roles, contributing to "achieving the strategic goal set at the national level through the PNRR programme of at least 10,000 individuals who have followed a complete training and guidance programme in Educational Leadership and Management."

The "EduLeadManager" project targets managers from educational units, school inspectorates, teacher training houses, county centres for education resources and assistance, and other decision-making structures in Romanian education. It is designed on the premise that "performance in education depends on the professionalism of the human resource ensuring management at all educational levels."

"The diversification and increased complexity of managerial activities require a competency profile adapted to the new socio-economic, administrative, and cultural realities. Stimulating and financing the training of managerial staff through PNRR, at the level of the entire education system, represents an investment in school organisations, with beneficial and lasting effects," the press release reads.

According to the quoted source, the dominant theme of the project is summarised by its manager, Professor Simona Marin, PhD.

"Education systems feel the pressure generated by the need for quality education, the accelerated pace of change, and the high level of demands on schools and, implicitly, on teaching and managerial staff. (...) Romania has made systematic efforts in recent years to align with European strategies and guidelines, with the official intention of correlating and reconfiguring policies in the area of teacher training and leadership in the education system. Effective educational management could provide answers to these complex changes and would foster the development of learning communities and the transformation of schools into 'learning organisations,'" she said.

Simona Marin mentioned that school managers face the difficult task of implementing educational reforms and creating a framework conducive to performance, quality, innovation, development, communication, cooperation, stimulation, initiative, and investment.

The "EduLeadManager" project supports the national efforts directly supported by the eight project partners for the training of pre-university education teaching staff.
