By the end of the year, we will have at the ministry a team of technology specialists to create a digital architecture for the state, and whom we will be able to pay from the National Recovery and Resilience Plan (PNRR) at acceptable salaries, Minister of Economy, Digitalization, Entrepreneurship and Tourism Radu Miruta said at a specialized conference on Friday.
"We managed to have, by the end of the year, a team of technology specialists at the ministry to create a digital architecture for the state, whom we can pay from the PNRR at acceptable salaries compared to what exists on the market. We have eliminated certain conditions requiring six years of experience with European funds. For now, we have a team of 13 people, and there is still room for up to 17," the minister mentioned.
According to him, the digitalization of institutions in Romania has been inefficient.
"The digitalization of the Romanian state has been done in a duplicated manner. Similar applications were created for multiple entities without anyone noticing that they had already been developed elsewhere. There needs to be a team of specialists to manage the state's digitalization structure, whose technical decisions pass through a political level, at the Prime Minister's Chancellery level, because it has the hierarchical capacity to enforce decisions on the other entities," Miruta explained.
He says that he is not a supporter of over-regulation in technology.
"Too much regulation starts to become an enemy of technology. There is discussion about regulating artificial intelligence, but even in the academia it is not very clear what the 'depth' of artificial intelligence is. So, if things are not very clear, it is difficult to regulate something that is not clearly defined," the Digitalization Minister said.
The Competition Council organized on Friday the conference called "The development of competition in key sectors under the impact of energy transition and digitalization,"occasion on which the Report on the evolution of competition in key sectors - 2025 was launched.
The event was attended by representatives of the Presidency, the Government, Parliament, the European Commission, the Organisation for Economic Co-operation and Development (OECD), as well as by public authorities, the business community, the legal sector and civil society.
