Foreign Ministry sends Electoral Authority list with overseas polling stations

The Ministry of Foreign Affairs (MAE) sent the Permanent Electoral Authority (AEP) the list with the 417 overseas polling stations proposed to operate in the parliamentary election due on December 11; there are 111 polling places more than those set up in the 2012 parliamentary election.

"The Foreign Ministry forwarded on October 7 to the Permanent Electoral Authority the integrated list with the propositions for overseas polling stations for the December 11 parliamentary election. There are 417 polling stations proposed for being set up abroad, by 111 more than those organized for the 2012 parliamentary election and 123 more than in the 2014 presidential election," reads a MAE release this Saturday.

Of the 417 polling stations, 193 will be organized at the premises of diplomatic missions, consulates and cultural institutes, 217 are reasoned proposals of the Foreign Ministry and 7 will be organized at the request of at least 100 Romanian citizens who registered for vote with the Electoral Roll by September 14, 2016.

According to MAE, the criteria considered for the propositions for overseas polling stations set up in locations other than embassies, consulates and cultural institutes were the statistics of the voter turnout in the previous elections and the dynamics of the presence of Romanian citizens with the domicile or residence abroad, and the localities where polling stations have been traditionally organized in previous elections.

Italy tops the list with most suggestions for polling stations (73 now, as to 51 polling places organized for the 2014 presidential election and 56 for the 2012 parliamentary election). Next are Spain (53 now, as to 38 polling places organized for the 2014 presidential election and 41 for the 2012 parliamentary election); the Republic of Moldova (35 now, as to 21 polling places organized for the 2014 presidential election and 19 for the 2012 parliamentary election); Germany (15 now, as to 5 polling places organized for both the 2014 presidential election and the 2012 parliamentary election).

Moreover, in the areas where a high voter turnout was registered in the previous elections, the Foreign Ministry envisaged increasing the number of polling stations set up in localities where diplomatic missions, consulates or cultural institutes are based. For instance, 9 polling stations will be organized in each Belgium and Austria, with 6 being set up in Brussels and in Vienna, respectively; 16 polling stations will be organized in France, 6 of which in Paris and the Paris region; and 21 in the UK, 8 of which in London and London's suburbs, the Foreign Ministry said.

The Permanent Electoral Authority announced on October 5 having sent to the Foreign Ministry the list with the foreign locations where polling stations need to be set up for the December 11 parliamentary elections, and where - according to the Electoral Roll - at least 100 enfranchised Romanian citizens reside.

According to AEP, the said locations are as follows:

 

* Luton (the United Kingdom of Great Britain and Northern Ireland) - 1 center

 

* Carabetovca (Basarabeasca region, Republic of Moldova) - 1 center

 

* Causeni (Causeni region, Republic of Moldova) - 1 center

 

* Bardar (Ialoveni region, Republic of Moldova) - 1 center

 

* Soroca (Soroca region, Republic of Moldova) - 1 center

 

* Tarancon (Castilla-La Mancha/Cuenca region, Spain) - 1 centre

 

* Torrejon de Ardoz (Comunidad de Madrid/Madrid region, Spain) - 1 center.

 

The AEP also mentioned that within a maximum of 30 days after the public announcement of the date of the 2016 parliamentary election, specifically by October 11 at the latest, the Ministry of Foreign Affairs needs to refer to AEP the list of the polling stations that can be organized in localities other than those mentioned at Art. 23 Para (1) - (3) of Law No. 208/2015, for reasons of timeliness as per Art. 1 Para (2) of the Government's Emergency Ordinance No. 47/2016.
