National Strategy for Road Safety 2016-2020 gets gov't approval

The National Strategy for Road Safety 2016-2020 and the Action Plan to implement the said strategy, was endorsed on Wednesday by the government in its weekly sitting, says a release by the Executive sent to Agerpres. Increasing the road safety and halving the number of deaths in road accidents by 2020 as against 2010 are the main goals of the said strategy.

The strategy provides measures to introduce the video recording of the tests for certificates and professional qualifications and on the long term to amend the legislation so that the driving schools to be able to get their licenses extended on condition that minimum 50pct of their trainees graduate the final exam. The strategy also envisages a legal framework to the 'rehabilitation and counseling of drivers with serious and repeated violations of road rules, the professionals in particular.'

Likewise, the action plan sets the sanctioning of the road administrators /road constructors for non-observing the legal norms, the creation of special improvements dedicated to the vulnerable traffic participants - the separation of the motor vehicles' users from the bikers and pedestrians, the construction's restricting in areas adjacent to transit roads and bypass. Other actions are focused on the safety technical inspection for the vehicles involved in road accidents as well as the penalisation and awareness of both the driver and the transport operator in case of faults. In pursuit of sanctions and their enforcement, the strategy endorsed by the government 'moves the accent on finding the faults with help of the automatic systems, by analyzing and adopting the model of the EU member states that is recording maximum percentages of collection on this kind of establishing contraventions.
