The total number of beneficiaries of the social allowance for pensioners was 883,017 in October 2025, 2,038 fewer than in the previous month, of whom 838,394 were pensioners in the public system and 44,623 were pensioners from the former farmers' pension system, according to data centralised by the National House of Public Pensions (CNPP) and consulted by AGERPRES.
For pensioners in the public system, the average allowance paid from the state budget was 536 lei. The highest values were recorded in the counties of Maramures (627 lei), Hunedoara (602 lei), Bistrita-Nasaud (597 lei), Cluj (594 lei) and Prahova (592 lei).
The largest numbers of beneficiaries were in Bucharest, namely 39,460, and in the counties of Suceava (35,329), Ia?i (31,567), Dolj (30,076), Maramures (28,187) and Prahova (28,015).
Regarding farmers' pensioners, the average social allowance paid from the state budget was 365 lei, with the highest value registered in Ilfov County (479 lei), Hunedoara County (467 lei) and in Bucharest's Sectors 5 and 2 (446 lei and 438 lei respectively).
According to the same source, the highest number of beneficiaries among farmers' pensioners was in Iasi County (4,193), followed by Botosani (2,650), Olt (2,601) and Suceava (2,522).
CNPP mentions that beneficiaries of the public pension system whose combined income from pensions and allowances is below 1,281 lei receive this amount monthly as the 'Social allowance for pensioners,' under the provisions of Law no. 196/2009 as subsequently amended.
