The Ministry of Foreign Affairs (MAE) processed approximately 80,000 work visa requests in 2024, an 11% increase compared to 2023, said Madalina-Gabriela Tarcan, Consular Officer at the Visa Monitoring and Coordination Directorate, National Visa Centre with the Foreign Ministry (MAE), at a Business Breakfast organised by the Bucharest Chamber of Commerce and Industry (CCIB).
Of the work visa requests, 60,000 were issued (+20%), 19,000 were rejected (+12%), and 1,000 were canceled or revoked (five times fewer compared to the previous year). The majority of foreign workers with employment contracts in Romania come from Nepal, Sri Lanka, India, Bangladesh and Pakistan.
The Bucharest Chamber of Commerce and Industry organised a new event in the Business Breakfast series at the CCIB Palace, themed "Importing Labour and New Regulations in Labour Legislation," with over 80 entrepreneurs, managers and consultants in attendance.
"We organised this event, the second on this topic, at the request of the business community, in order to continue the dialogue with representatives of the authorities with responsibilities in the area, so that we can obtain valuable information on the particularities of the legal process for importing labour, in the context of Romania's full accession to the Schengen Area and the changes made to the legal framework. It is essential to understand the impact of these changes on our companies and identify effective solutions to adapt to the new realities, so that we can leverage this opportunity to address the chronic labour shortage issue," said Iuliu Stocklosa, president of CCIB, at the opening of the edition, as quoted in a CCIB statement.
The special guests included: Larisa Otilia Papp, Director of the Labour Relations Control Directorate, Labour Inspection, Ministry of Labour, Family, Youth and Social Solidarity (MMFTSS), Chief Commissioner Sorin Enache, Head of the Immigration Service for Ilfov County, General Inspectorate for Immigration (IGI), and Madalina-Gabriela Tarcan (MAE), who discussed legal, technical and practical aspects regarding the import of labour.
The main topics addressed included: employment and secondment of foreigners in Romania, the procedure for issuing work permits, conditions under which a foreign worker can work based on multiple contracts, main obligations of employers working with labour from outside the European Union, documents verified by territorial labor inspectorates, including practical aspects of undeclared work, the employment regime for foreign students, legal framework for processing visa applications, contents of the visa application file, preparation for the consular interview and challenges generated by the phenomenon of illegal migration. The importance of correctly carrying out the recruitment process was emphasised, taking into account both the cultural particularities of the worker's home country and the specific nature of the work in the destination country.
An interesting alternative to solving the labour shortage issue was presented by Chief Commissioner Dr. Dan Halchin, General Director of the National Penitentiary Administration (ANP), who extensively discussed the advantages for entrepreneurs working with labour force from this sector, the press release also shows.
