Average monthly pension in Romania up 20 pct in Q1, year-over-year

The average monthly pension and the average state social insurance pension increased in Q1 2025, year-over-year, by 20.6% and 22.7%, respectively, while the average number of pensioners fell to 4.9 million, according to data published on Friday by the National Institute of Statistics (INS).

According to official statistics, the average monthly pension (calculated based on the gross amounts for all categories of pensioners - social security, disability, survivors, etc. - paid by pension houses) was RON 2,916 in Q1 2025, up 0.6% from the previous quarter.

The average monthly social security pension was RON 2,809, and the average nominal net state social insurance pension for old age with full contribution period (without tax) represented 59% of the average net salary (59.1% in the previous quarter).

The real average pension index compared to the previous quarter, calculated as the ratio between the nominal net pension index for calculating the real pension and the consumer price index, was 98.8%.

The average number of pensioners in Q1 2025 decreased by 24,000 compared to Q4 2024, and the average number of state social security pensioners was 4.543 million, down by 18,000 compared to the previous quarter.

The average number of pensioners decreased by 77,000 compared to Q1 2024, while the number of those belonging to the state social insurance category decreased by 59,000.

The average monthly pension and the average state social insurance pension increased compared to the previous quarter, by 0.6% and 0.4% respectively.

In Q1 2025, social security pensioners accounted for the majority (99.99%) of the total number of pensioners. State social security pensioners accounted for 92.7% of all social security pensioners. By pension category, among social security pensioners, the number of old-age pensioners was predominant, accounting for 80.2%, followed by survivors' pensioners, with a share of 9.5%, and disability pensioners, who accounted for 8.1%.

In the category of social insurance pensioners, the smallest shares were held by pensioners with partial early pensions, 2.1%, and pensioners with early pensions, whose share was only 0.1%.

The ratio between the average number of state social security pensioners and employees was 8 to 10; this ratio varies significantly across regions, ranging from 4 pensioners to 10 employees in Bucharest and Ilfov County, to 15 pensioners to 10 employees in Teleorman County, and 13 pensioners to 10 employees in Vaslui County.

The average state social security pension varied significantly across the country, with a difference of RON 1,313 (RON 2, 225 in Botosani County, RON 2,262 in Vrancea County, RON 2,280 in Giurgiu County, compared to RON 3,538 in Bucharest, RON 3,509 in Hunedoara County and RON 3,321 in Brasov County).

In terms of the number of pensioners, most fall into the old-age pension category (1.756 million men and 2.175 million women), the majority being pensioners with full contribution periods, 1.516 million men (86.4% of all male old-age pensioners) and 1.688 million women (77.6% of all female old-age pensioners).

Although the average number of women exceeds that of men in most pension categories, the average monthly social security pension for women is lower than that for men in the main pension categories. Thus, in the case of old-age pensions, women's pensions represented 61.1% of men's pensions, with the largest disparity in this category being recorded in the case of average pensions for incomplete contribution periods (women's average pensions representing only 48.5% of men's pensions). The closest values between women's and men's pensions are found in the early retirement pension category (RON 3,760 for women, compared to RON 4,047 for men).

INS also specifies that the total number of beneficiaries of the provisions of Government Emergency Ordinance No. 6/2009 on the establishment of social allowances in Q1 2025 was 916,900 people, of whom: 824, 900 persons from the state social insurance system, representing 18.2% of the total number of pensioners in this category; 88,100 persons from among pensioners from the former system for farmers, representing 66.5% of the total; 3,900 persons from the military system, representing 1.8% of the total in this category.
