The Romanian President shall immediately issue the decrees acknowledging the vacancy of the two minister offices and immediately answer, in writing and with arguments, to the proposals submitted to him by the Prime Minister with respect to the appointments of ministers, the Constitutional Court of Romania (CCR) mentions in its resolution of Wednesday, by which it decided that there is a conflict of a constitutional nature going on between the Government and President Klaus Iohannis, according to a press release of the CCR sent to AGERPRES.
"The Romanian President shall immediately issue the decrees acknowledging the vacancy of the two minister offices. The President shall also answer, in writing and with arguments, immediately, to the proposals submitted to him by the Prime Minister of Romania with respect to the two appointments of ministers. The decision is final and mandatory, and it is communicated in writing, according to article 36 of Law No.47/1992, to the Prime Minister and to Romania's President," the constitutional judges added.
The CCR thus established that there is, indeed, a conflict of a constitutional nature, going on between the Government and Klaus Iohannis, after the latter delayed the appointment of ministers of Transport and Regional Development.

On December 7, Prime Minister Viorica Dancila announced that the Government notified the Constitutional Court with resect to President Iohannis's refusal to make a decision regarding the appointment of the new ministers of Transport - Marian Draghici and Regional Development - Lia Olguta Vasilescu.
Dancila spoke, in the opening of the Government meeting at that date, about the discussions that the members of the Executive recently had in Brussels with European officials on the topic of Romania taking over the rotating Presidency of the European Union Council. In this context, she underscored that "the only uncertain situation" existing at this point is created by President Klaus Iohannis "by blocking the appointment of the ministers in the two important fields."
On November 21, the National Executive Committee of the Social Democratic Party (PSD) decided to propose Lia Olguta Vasilescu for the Regional Development and Public Administration portfolio, and Mircea Draghici - for the Transport Minsitry.
The decision came after the head of the state rejected the previously made proposals for the two ministries - Ilan Laufer - Regional Development and Lia Olguta Vasilescu - Transport. Iohannis argued at that time that the two proposals were unfit.
