Ministry of Energy launches second call for projects for production of electricity for self-consumption

The Ministry of Energy (ME) is launching the second call for projects for the production of electricity for self-consumption, with a budget of 300 million euros for companies that want to produce their own clean energy, ME informs in a press release sent to AGERPRES on Monday.

Thus, the Ministry of Energy has launched for public consultation the Applicant Guide for the call for projects intended to support investments in new capacities for the production of electricity from renewable sources for self-consumption, financed by the Modernization Fund - Key Program 1: Renewable energy sources and energy storage.

The call is dedicated to applicants from the private sector, and the proposed amendments aim to make the eligibility conditions more flexible and align with the new regulations introduced by Emergency Ordinance no. 5/2025 regarding some measures in the social field and amending and supplementing some normative acts.

"By launching this new call, we are offering even more concrete support to companies that want to invest in Romania's energy independence. We are simplifying access to financing and removing unnecessary administrative barriers. We want every kilowatt produced from renewable sources and consumed locally to mean more efficiency, competitiveness and sustainability for the Romanian economy. In addition, we are expanding access to important sectors for the national economy, such as agriculture and agri-food, and encouraging their transition to competitive and clean energy solutions. Romania has huge potential in the renewables sector, and this call is another decisive step towards capitalizing on this potential," said Energy Minister Sebastian Burduja in the release.

The amendments aim to accept all types of mortgages in the evaluation stage, provided that, within 60 working days from the signing of the financing contract, the property is free of encumbrances or the mortgage is for the purpose of carrying out the project; elimination of the obligation to present proof of removal from the agricultural circuit and the building permit within 1 year from the signing of the contract - these will be required only upon the request for pre-financing/reimbursement; the environmental regulatory act is no longer required upon contracting, but only before the first payment request (pre-financing or reimbursement); extended eligibility for applicants carrying out secondary activities CAEN 01, 10 and 11 (agriculture, food and beverage industry), ineligible in other schemes, according to the conditions specified in the aid scheme.

The call for projects has an estimated total budget of 300 million euros, equivalent in lei, from the Modernization Fund. The maximum value of state aid granted is 20 million euros per project, and at least 70% of the energy produced must be intended for self-consumption.

The Ministry of Energy specifies the maximum values of support granted per MW installed, namely solar energy: up to 5 MW - maximum 450,000 euros/MW, and over 5 MW - maximum 360,000 euros/MW; wind energy: maximum 700,000 euros/MW; hydro energy: maximum 1,805,000 euros/MW.

The public consultation period is 10 calendar days from the date of posting on the Ministry of Energy's website.
