Bucharest mayor Nicusor Dan presented on Tuesday his "Honest Romania" program with which he is running for the presidential election, which envisages, among other things, the administrative redesign of the country function of growth poles, as well as electoral reform and the appointment of judges of the Constitutional Court of Romania (CCR) only from among magistrates with a certain experience.
"The administrative-territorial reform (...) must be done with studies and specialists, with two major objectives, the administrative redesign of Romania in line with growth poles, because that is the economy, it develops around growth poles in large cities, on the one hand, and on the other hand, the efficiency of the public service, the merging of communes that have too few inhabitants to be able to subsist on their own", Nicusor Dan said.
He added that a reform of the voting process is necessary, a new Electoral Code, which would unify all types of elections, the election of mayors in two rounds, the reduction in the number of signatures to allow newcomers access to political life and the increase in the representativeness of Romanians in the diaspora.
Nicusor Dan also stated that the fight against big corruption can only be done by "changing the perspective of the Prosecutor's Offices". He argued that the Judicial Inspection is not functioning, and the president of the Superior Council of Magistracy has the role of making the necessary changes.
"The Judicial Inspection, in addition to the fact that it judges equivalent cases unequally, has become an instrument of pressure against judges who are critical of the system. (...) There are no sanctions for judicial inspectors", Bucharest mayor said.
He also proposes amending the law on the functioning of the Constitutional Court, so that its judges are appointed only from among magistrates "with a certain experience".
Regarding the economic area, Nicusor Dan referred to stopping the large-scale tax evasion, the digitalization of tax authority ANAF, "fair" taxation, considering that, currently, honest people are "overtaxed".
In his opinion, the expertise of private individuals and large consulting firms is useful for reducing state expenses, as professional governance and management are needed in state-owned companies.
Nicusor Dan opined that in the energy area, Romania's problem is that prices are higher than in the region, and under these conditions, the cost of living and the competitiveness of industry and agriculture decrease, the solution being the reunification of the main sources of production in which the state is the majority shareholder.
In terms of healthcare, the presidential candidate mentioned the digitalization of the online appointment system, the electronic patient file, tele-medicine and the reduction of bureaucracy.
Nicusor Dan also drew attention to the importance of changing the relationship between primary and outpatient medicine and hospitals.
"We have primary and outpatient medicine that is underdeveloped. We have hospitals that have a certain level and because of that, a lot of people who could be treated at the primary and outpatient level go to the hospital," said the mayor general of Bucharest.
As to education, he pointed out that there is a need for the professionalization of teaching staff, through financial motivation and training, a strategy for correlating education at the pre-university and university levels with the labor market, and investments in early education, especially in disadvantaged areas.
