The National Office for Gambling (ONJN) on Tuesday launched the Public Register of Gambling Devices, a modern digital platform that, for the first time, brings complete transparency regarding gambling equipment operating in Romania.
According to a press release issued by the organisation and sent to AGERPRES, the new platform provides the public with an interactive map showing the locations of authorised gambling devices. Each device is assigned a unique QR code, which can be used to verify information related to its licence, authorisation, location and operational status. The platform also offers organisers a secure private virtual space where they can manage their own devices, subject to approval by the ONJN Authorisation Directorate.
'In just five months, together with my team, we have managed to achieve what should have been done nearly two years ago: a transparent and functional public register. We are talking about a unique tool at the European level that brings order to the market, protects citizens and discourages illegal activities. The importance of this register is even greater given that we have introduced into the law the obligation to equip gaming devices with QR codes and geolocation systems (...) Everything we have done so far - the self-exclusion system for retail, record fines, over 5,000 inspections, criminal complaints filed, seizure of unlicensed gaming devices, licence revocations, suspension of online platforms, legislative changes - all of these demonstrate that we have protected only the interests of the Romanian state and prioritised player protection by enforcing strict regulation of the market (...),' ONJN President Vlad-Cristian Soare is quoted in the release as saying.
The platform allows filtering by county, locality, or operator, displays the status of each gambling device, shows the machine's serial number, the company and brand that owns it, the address of the location, the licence, authorisation period and whether the device is operational or decommissioned.
'For Class I operators (those who operate gambling activities), the register displays: the device's serial number, the owning company and brand, location address, licence, authorisation period, and operational status - whether the machine is active or decommissioned. For Class II operators (those who manufacture, rent or distribute gambling devices), the register displays: the device's serial number, manufacturer, the address where the device is located, and its status - whether it is in storage, rented, or sold, including to whom. Furthermore, each time a user clicks on a device's serial number, they are redirected to a detailed page showing all information about the gambling device, and its precise location is shown on the map,' the press release also reads.
According to the same source, ONJN has been under obligation for around two years to make this register available to the public. The Office received support from the Romanian Authority for Digitalisation (ADR), which ensures the project's security, redundancy and scalability through integration into the governmental cloud.
Starting from February 2026, all slot machines and Video Lottery Terminals (VLTs) must display the QR code issued by ONJN and be equipped with geolocation systems, in accordance with Law No. 141/2025.
The register represents an essential step in resetting the system and combating the black market, which has grown significantly in recent years, ONJN representatives added.
The register is accessible from Tuesday at: registru.onjn.gov.ro.
