Speaker of the Chamber of Deputies Liviu Dragnea, the national leader of the Social Democratic Party (PSD), on Thursday filed a legislative proposal with the Senate to have the Tax Code amended to allow for a zero-percent Value Added Tax (VAT) on social services, the distribution of publicity thru mass media as well as in support of agriculture and small and medium-sized enterprises (SMEs).
He suggests amending Article 291 by introducing one paragraph to provide for a 0-percent VAT on goods deliveries, social services provision and agriculture.
In justifying his proposal, Dragnea mentions that a 5-percent VAT tax is currently being levied on buildings used for social purposes.
The speaker said that a 19-percent standard VAT is being levied on publicity distribution via the mass-media but he would like the VAT to be zero percent in this case as well.
Dragnea's proposal will be discussed by the Senate as the first notified chamber.
