Association of Romanian Municipalities proposes as norm for Local Police one policeman per 1,200 inhabitants

The Association of Romanian Municipalities (AMR) proposed to the Prime Minister, in terms of reduction in the number of local police officers, that the norm be one police officer per 1,200 inhabitants, given the complexity of the problems that need to be managed, according to the executive president of the association, Emil Boc, mayor of Cluj-Napoca.

His statements were made at the end of consultations with Prime Minister Ilie Bolojan, Minister Cseke Attila and representatives of communes, cities, counties and municipalities in Romania on the reform of local administration.

"It was a pragmatic, efficient, rational meeting, in which things were called as they are. (...) We discussed the package of austerity measures targeting local administration, obviously also coming up with proposals to improve this activity. We received positive responses to some, neutral responses to some, negative responses to others," said Emil Boc.

He specified that AMR came up with the proposal that the number of local police officers be established by a norm of one local police officer per 1,200 inhabitants.

"I understood the Government's option to reduce the number, for example, of local police officers. However, I proposed a balanced solution, namely: not one local police officer per 1,000 inhabitants, as the Government proposes, not one local police officer per 1,500 as it is now, but one local police officer per 1,200 inhabitants, given the great complexity of the problems that we, for example, large municipalities, county seats, have to organize compared to other administrative entities. It remained under analysis and we believe in a balanced judgment, so that we can continue to provide quality services. (...) You have to keep the city under control," Boc also declared.

He also mentioned that the topic of the amounts of rebalancing money granted by the Government to the UATs in relation to the population figure was discussed.

"In Cluj, we have 284,000 in the census, and in the Population Registry we have 330,000 - 340,000. Somewhere, 50,000 inhabitants are not taken into account when allocating financial resources. I also understand the size of the Government that there are many figures that do not correspond to reality, in the sense that there are people with only their name, in a city, a commune, a municipality, and they have gone abroad or have taken their citizenship and do not live in the city, that is also true. And here we tried to find a balance so as to find an accurate representation. We also understood the Government's position that there must be a standard criterion in relation to the European Union and this is the census, and we, not jokingly, and even seriously, said: if such reporting is done, why not apply "the census criterion from top to bottom to everything that exists in Romania in terms of electoral legislation," Boc emphasized.

He pointed out that if the census figures were applied to the number of parliamentarians, there would be no need for a law reducing them to 300.

"By directly applying the census number, we would reach 300 parliamentarians. And from there on, to local, county councilors and so on, which are related to the Population Register, when we hold elections for parliamentarians, for local councilors, for county councilors, and when we relate to other administrative activities, we relate to the census. And then, I said - here is a moment when we can make a structural reform of the Romanian state, let's relate to the census figures, but globally. (...) The Prime Minister, as usual, is receptive to such nuances, he said: I welcome this proposal made by AMR and we are analyzing it. But it is not the subject of the current discussions, package 2 does not contain such elements", Boc also stated.
