Brazil's Ambassador to Romania: Fight against climate change requires approach involving entire society

The fight against climate change requires an approach involving the whole of society, including private sector efforts, with financing for sustainable development, climate resilience, job creation and income generation, alongside technological progress and industrial growth, said the Brazilian ambassador to Romania, Ricardo Guerra de Araujo, on Thursday at a specialised conference.

The ambassador emphasised that the latest scientific data and recent global events highlight the urgent need for intensified international efforts to keep global warming within the limits set by the Paris Agreement, marking its tenth anniversary this year. He stressed that national targets must be more ambitious and concrete climate policies should include rapid mobilisation of finance, technology, and capacity-building, as promised by developed countries including the European Union, of which Romania is a member. He warned that the most vulnerable are already disproportionately affected by both action and inaction, and that there is no time to lose. The road to COP30 will be crucial for humanity's success in combating climate change, particularly in limiting global temperature rise to 1.5 degrees Celsius, a goal that presents unprecedented challenges requiring a collective response.

According to the ambassador, climate policies must take into account three key pillars: social, economic, and environmental.

Ambassador Guerra de Araujo stated that so far fewer than half of the participants in the COP30 summit had presented their commitments, but he was optimistic that they would do so before the conference in Belem. He emphasised that climate policies should always be guided by three key pillars: social, economic, and environmental. Addressing climate change requires a whole-of-society approach, including private-sector efforts, and the mobilisation of public and private financing to support sustainable development, climate resilience, job creation, income generation, technological progress, and industrial growth. He added that, given the urgency of the climate crisis and current geopolitical challenges, COP30 would offer a major opportunity to advance significant issues for Brazilian society within the climate regime and to align these debates with the priorities set during Brazil's previous G20 and BRICS presidencies.

The Brazilian ambassador to Romania also highlighted the need to establish a mechanism for institutional strengthening in developing countries to support the design of climate policy packages for industrial development and investment attraction. He added that it will be necessary to operationalise the new programme for technological implementation and digital technologies, including artificial intelligence, to accelerate and expand emissions reductions and build resilience.

He also emphasised the importance of just transitions, which protect workers' rights, combine the principle of common but differentiated responsibilities with sustainable development goals, focus on tackling inequalities between and within countries, and take into account the historical responsibilities of developed nations for climate change.

The 2025 United Nations Climate Change Conference - COP30 - will be held in Belem, Brazil, from 10 to 21 November.

On Thursday, the Romanian Diplomatic Institute and the Energy Policy Group (EPG) organised the second edition of the event "Climate Diplomacy in Central and Eastern Europe: Regional Dialogue in Preparation for COP30."
