The scholarships are granted for the duration of teaching activities and benefit state higher education students enrolled in places financed from the state budget, for full-time programs.
The new provisions appear in the order amending the annex to the Order of the Minister of Education No. 6,463/2023 on the approval of the General Criteria for granting scholarships and other forms of financial support from the state budget for students and trainees in state higher education, full-time education, which was published in the Official Gazette.
According to the document, scholarships are granted for the period of carrying out teaching activities, which means courses, seminars, laboratories, projects, practical activities, exam sessions, according to the activity schedule, only for full-time students enrolled in places financed from the state budget.
The granting of scholarships ceases on the date of loss of student status or failure to meet the promotion criteria, as the case may be, in accordance with the organizational and operating regulations of higher education institutions, as indicated in the document.
Performance scholarships are awarded to students in state higher education enrolled in places financed from the state budget, for full-time university study programs. They are distributed according to the state higher education institutions' own methodologies.
The scholarship for stimulating performance can be granted starting with the second year of studies, following the recognition of performances by higher education institutions, but no later than the completion of studies, according to the order of the Minister of Education.
At the same time, the amount of the scholarship granted from the state budget to students enrolled in university teaching degree programs with double specialization is equal to the net minimum wage in the economy.
The amount of the scholarship for the teaching master's degree is equal to the minimum net salary in the economy, the order also states.
Social scholarships are granted during the period of teaching activities, which includes courses, seminars, laboratories, projects, practical activities, exam sessions, according to the activity schedule, only for full-time students enrolled in places financed from the state budget, until they reach the age of 35.
The standard cost value for the scholarship and social protection fund in lei/month/student is the equivalent of 10% of the national minimum net basic salary guaranteed in payment.
"The following cannot constitute criteria for granting any type of scholarship from funds from the state budget: age, gender, religion, race, nationality, citizenship, sexual orientation, political affiliation of the candidate or his/her family, membership in legally constituted organizations or with activity in accordance with European legislation in force, the number of years spent in other educational institutions, studies carried out abroad, nor access to scholarships from other sources," the order published on Monday in the Official Gazette also states.
The order states that it was issued taking into account the provisions of Law No. 141/2025 on certain fiscal-budgetary measures, which regulate certain measures in the field of the education system, in order to eliminate the risk of the impossibility of the Romanian state's financial support, within the current legal framework, of the right to education, guaranteed by the Romanian Constitution.
