The average net salary accounted for 5,691 lei in March 2025, higher by 340 lei (+6.4%) against the previous month, according to data released on Thursday by the National Institute of Statistics (INS).

The average gross salary was 9,495 lei, by 563 lei (+6.3%) higher than that recorded in February of this year.

The highest values of the average net salary were recorded in the manufacture of tobacco products (14,768 lei) and in information technology service activities (including IT service activities) (13,697 lei), and the lowest in hotels and restaurants (3,279 lei) and in the manufacture of clothing (3,410 lei).

Compared to March of the previous year, the average net salary increased by 9.8%.

The real wage index was 104.7% in March 2025 compared to March of last year and 106.1% compared to February 2025. Compared to October 1990, the real wage index was 264.4%, 15.1 percentage points higher than that recorded in February 2025.

"During the year, fluctuations in wage are recorded, mainly determined by the granting of annual awards and holiday bonuses, especially in the months taken as a basis for comparison (December, March/April). These influence increases or decreases depending on the period in which they are granted, ultimately leading to the blurring of monthly wage fluctuations throughout the year. The development of real wage depends on both fluctuations in average net wage and the inflation rate," the INS shows.

In March 2025, in most economic activities, the average net salary increased as a result of the granting of occasional bonuses (quarterly, annual, for special performance or for Easter holidays), rights in kind and cash benefits, amounts from net profit and other funds (including securities). Also, increases in average net salary were due to higher production achievements or receipts (depending on contracts/projects).

The most significant increases in average net earnings were recorded in the manufacture of tobacco products, by 36%, in financial intermediation (except insurance and pension fund activities), by 25.5%, and in publishing activities, insurance, reinsurance and pension fund activities (except those in the public social security system), beverage manufacturing, motion picture, video and television programme production activities, sound recording and music publishing activities (including programme broadcasting and transmission activities), information technology service activities (including computer service activities), extraction of crude oil and natural gas, manufacture of machinery, equipment and supplies, manufacture of other non-metallic mineral products, manufacture of road transport vehicles, trailers and semi-trailers, professional, scientific and technical activities with percentages ranging between 12.5% and 22.5%.

At the opposite end of the scale, decreases in average net earnings compared to February 2025 were determined by the granting in previous months of occasional awards (annual or special performance bonuses, 13th salary), rights in kind and cash aid, amounts from net profit and other funds (including securities). At the same time, decreases in average net earnings were caused by production failures or lower receipts (depending on contracts/projects).

Decreases in average net earnings were recorded in auxiliary activities for financial intermediation, insurance activities and pension funds, by 14.8%, and in water transport, manufacturing of computers and electronic and optical products with percentages ranging between 3% and 8%.

In the budgetary sector, the average net salary recorded increases compared to the previous month, as follows: education (+3.7%), as a result of the resumption of hourly payment for teachers, health and social assistance (+1.7%), respectively public administration (+1 leu).

According to the INS, the average monthly gross salary is determined by reporting the gross amounts paid from the salary fund, from net profit and other funds (excluding compensatory amounts, amounts paid retroactively as a result of winning in court the monetary rights related to previous years) to the average number of employees.
