Responsibilities of Interinstitutional Working Group on Accessing and Implementing the SAFE Financing Instrument established

A decision by Prime Minister Ilie Bolojan, published Friday in the Official Gazette, defines the responsibilities of the Interinstitutional Working Group for Accessing and Implementing the SAFE Financing Instrument. The group's meetings, discussions, and related documents are confidential, with decisions adopted by consensus.

According to the document, the Working Group has the following responsibilities:

* draws up the investment plan for the European defense industry and submits it to the Prime Minister's Chancellery to be proposed for approval to the Supreme Council for National Defense;

* centralizes the operational or similar requirements transmitted for each project by the authorities participating in the SAFE financing instrument;

* centralizes the cooperation requirements proposed for each project by the Ministry of Economy, Digital Transformation, Entrepreneurship and Tourism;

* centralizes any other information made available by the contracting authorities or potential suppliers for each project;

* analyzes the documentation and information made available by the contracting authorities and potential suppliers;

* prepares, based on the operational requirements transmitted by the contracting authorities and on the basis of the cooperation requirements transmitted by the Ministry of Economy, Digital Transformation, Entrepreneurship and Tourism, for each project, an analysis document and submits it to the prime minister and to the Supreme National Defense Council for approval;

* carries out any other activities provided for by the legislation in force or necessary for the implementation of the SAFE financing instrument.

The technical secretariat of the Working Group is provided by the Prime Minister's Chancellery.

The Working Group meets whenever necessary, at the request of the Head of the Prime Minister's Chancellery.

The Working Group meets in physical or online format, under the chairmanship of the Head of the Prime Minister's Chancellery or a designated official.

The meetings of the Working Group are legally held in the presence of at least 1/2 of the total number of its members. If this condition is not met, the meeting is rescheduled for a later time, including the same calendar day, which will be communicated by the technical secretariat.

The rescheduled meetings shall take place irrespective of the quorum conditions.

''Decisions of the Working Group are taken by consensus. In its absence, authority rests with the Head of the Prime Minister's Chancellery," the cited source states.

Interinstitutional or public communication on behalf of the Working Group is carried out exclusively by the Head of the Prime Minister's Chancellery or by persons expressly designated by him, the document states.

The permanent members of the Working Group are, according to the Prime Minister's decision:

* Prime Minister's Chancellery:
- Mihai Jurca - Head of the Prime Minister's Chancellery, Chairman of the Working Group;
- Mihnea-Claudiu Drumea - State Secretary within the Prime Minister's Chancellery;
- Andrei-Razvan Lupu - State Counselor with the Prime Minister's Chancellery;

* Presidential Administration:
- Radu Burnete - Presidential Counselor;

* Ministry of National Defense:
- Liviu-Ionut Mosteanu - Deputy Prime Minister, Minister of National Defense;
- Cornel-Ion Plesa - Head of the Ministry's General Directorate for Armaments;

* Ministry of the Interior:
- Catalin-Marian Predoiu - Deputy Prime Minister, Minister of Internal Affairs;
- Raed Arafat - Secretary of State;
- Marius-Haientz Patriche - Deputy Director, General Directorate for Internal Protection;

* Ministry of Economy, Digital Transformation, Entrepreneurship and Tourism:
- Radu Miruta - Minister;
- Remus Cotut - Advisor to the Minister;

* Ministry of Foreign Affairs:
- Oana Toiu - Minister;

* Ministry of Finance:
- Alexandru Nazare - Minister;

* Romanian Intelligence Service (SRI):
- Razvan Ionescu, acting Director of the SRI.
