The financing contract for a project aimed at implementing a technological platform for the development/improvement of digital services/processes in administration was signed on July 23 and will run over the next four years, according to the Authority for Romania's Digitalization (ADR).
The value of the contract is approximately 295.823 million lei, of which 221.717 million lei of non-reimbursable ERDF funding and 73.512 million lei of national budget contribution.
The project "Performance Administration through Advanced Technologies - APTA", SMIS code 334844, was submitted within the call for projects related to the Smart Growth, Digitalization and Financial Instruments Program 2021-2027. According to the ADR, the project will be implemented over the next four years and will provide a testing environment for digital solutions facilitated by artificial intelligence and dedicated to significantly improving the services provided by five institutions.
"The adoption of advanced technologies in public institutions, especially artificial intelligence, requires approaches and tools calibrated to the profile of the data managed and the responsibilities specific to the relationship with citizens and the business environment. Through this project, unprecedented in public administration, the Authority for Romania's Digitalization establishes, on the one hand, a new paradigm for open innovation and experimentation in the field of public policies and for the implementation of e-government in Romania, and on the other hand, consistently acts as a catalyst for the valorization of substantial investments in digital transformation at the national level," said Dragos-Cristian Vlad, ADR president, quoted in the press release.
With a high degree of complexity and diversity, given by the profiles of the partner institutions - the National Institute of Statistics, the National Meteorological Administration, the General Secretariat of the Government, the Ministry of Development, Public Works and Administration, the Romanian Gendarmerie - the software platform for AI and data analysis, implemented through the project, will ensure the development of AI models trained on data specific to each field that will lead to evidence-based public policies, ADR informs.
At the same time, the project also comes with a challenge for the business milieu. For the development and testing of digital products/processes at the level of the institutions mentioned above, 5 innovative companies (SMEs) specialized in emerging technologies will be contracted, whose contribution will be defining for the success of this initiative and could be considered a motivational start for other public administration institutions.
"The use of artificial intelligence in e-government can lead to significant improvements in the efficiency of services and public engagement and a structured approach to overcome existing challenges in the field, while revolutionizing citizen involvement in e-government services, offering them personalized and interactive experiences," the press release states.
