Capping trade taxes for basic foodstuffs, extended for 90 days, 9 other foodstuffs added

The measure to cap the trade surplus for basic foodstuffs will be extended for 90 days, while nine other products, namely minced meat, garlic, rice, tomato juice, sponge cake, margarine, yeast, cream and pears, will be added to the list, according to a draft Government Emergency Ordinance posted on the website of the Ministry of Agriculture and Rural Development (MADR).

"Given that the winter season is approaching, when household and domestic utility expenses increase and, taking into account that during the winter holidays the need for consumption increases and the budget for purchases is mainly aimed at the purchase of food, in order to meet the needs of consumers, it was considered necessary to extend the period of application of the provisions of GEO No. 67. /2023 on the introduction of a temporary measure to combat the excessive increase in the prices of certain agricultural and food products for a further period of 90 days. The draft law amending GEO No. 67/2023 provides for the extension of the list of agricultural and food products with the following products: minced meat, garlic, rice, tomato juice, sponge cake, margarine, yeast, sour cream and pears," reads a press release the Agriculture Ministry sent to AGERPRES on Friday.

Another new measure introduced by this project targets agricultural and food products that enter Romania in bulk and are not processed/slaughtered. In their case, the commercial addition rate will be a maximum of 5% of the purchase price, to which are added the direct and indirect expenses provided for by the Order of the Minister of Public Finance No 1,826 of 22 December 2003 approving the Specifications on certain measures relating to the organisation and management of management accounting.

These products are: oil, sugar, flour, meal, pork, chicken meat, beef, for packaged product quantities of more than 5 kg and 5 litres respectively, MADR says.

Representatives of the institution maintain that the introduction of a temporary measure to combat the excessive increase in the prices of some agricultural and food products by limiting, for a period of 90 days, the commercial surcharges applied in the processing, distribution and marketing of some essential food products has led to a decrease in prices for these categories of products and, implicitly, increased the purchasing power of the population.

Emergency Ordinance No 67/2023 came into force on 1 August 2023.
