Tax bill provides for new excise duties, special tax on high-value assets

The latest tax bill to secure Romania's long-term financial sustainability published in full on Tuesday on the government's website, provides, among other things, for new excise duties on tobacco products and a special tax on high-value immovable and movable assets, told Agerpres.

Compared with the version released for public consultation by the Ministry of Finance, a series of changes have occurred. They concern meal vouchers, VAT on tickets to shows and sports events, as well as the calculation of tax on multinational companies.

As approved by the Government, the bill provides for non-harmonised excise duties as special taxes on several products of low risk potential: products containing tobacco, liquids with or without nicotine intended for inhalation without combustion, products intended for inhalation without combustion, containing tobacco substitutes, with or without nicotine, soft drinks with added sugar.

The bill also provides for a cut by at least 25% by January 1, 2024 of certain senior public dignity positions.

Employees whose net monthly pay is up to and including RON 8,000 lei, would get monthly food allowances the equivalent of two minimum wages in force as of January 1, 2019, annually adjusted for the consumer price index reported by the National Institute of Statistics, starting from 2025. There are some exceptions for the employees paid under Government Ordinance 26/1994 regarding the food rights in time of peace of staff from the national defence, law enforcement and national security sectors.

The bill also says that the extra pay for dangerous or harmful working conditions, currently up to 15% of the base pay, will be capped at RON 1,500 gross a month.

The bill also provides for a proportional cut by at least 15% in the number of management and subordinate public posts and a cut by at least 15% of operating expenses incurred by local, country and central administrations.

Under the same bill, there are a series of measures to prevent and combat illicit trade, as well as measures to strengthen tax discipline, increase voluntary compliance in the case of road transport of goods, and provisions for electronic invoices.
